A. Yes, you should. In elderly dogs, this is usually a sign of canine cognitive dysfunction--the "doggy A;zheimer's." Nine years old is not terribly advanced an age for a small dog, but it is not young either. Some other possibilities are brain tumor or other neurological condition. She needs to be seen by the vet as soon as possible (don't wait until Monday). Bring a video of her behavior to show the vet.
