A. There's lots to be concerned with about what you're seeing in your cat. First the inability to not get up, and then to urinate right there where he's laying suggests severe weakness and/or pain. And the continuing to go outside the litter box could definitely suggest a urinary issue. He needs to be seen by a vet immediately for a physical exam and testing.
