This will be tough if you have no money for vet care, because what you're describing may be an allergic reaction with a secondary infection, and those are extremely difficult to treat without prescription drugs at home. However you can start by applying a good flea and tick problem, because in the areas you're describing flea infestation is common. After that I'd clean the area gently with warm water and mild soap, then place an e-collar on him to keep him from licking. OTC "itch relief" creams are not recommended, since dogs can lick them off and they may have harmful ingredients. If you can find one at your local pet shop that is labeled for dogs, that should be safe to try.
