Q. I have a foster, a young pregnant beagle, that will not let leave my senior Lhasa Apso alone. Tail biting & fur pulling. How can I stop this??

A. I would correct this behavior with a stern no and try to intercept the beagle as she goes for your older dog. When she is acting more politely you should praise her. Hopefully she learns the difference between inappropriate and appropriate behavior with your guidance. You may need to separate them if you are not able to oversee their interactions to prevent bullying.
