A. She could have a hair all, but she could also have a respiratory infection. There are some over the counter hair ball products that you could administer, but if she is lethargic, open mouth breathing, not eating or drinking normally than I would suspect an infection which would require medical treatment. Finally, cats can develop asthma which your veterinarian should be able to diagnose with a good physical exam and possibly radiographs.
