Allergies such as food allergies, contact allergies and atopy, stress related - obsessive compulsive behaviour-, bacterial and fungal paw infections, flea related dermatitis or a combination of them. A good flea treatment, more activity in terms of exercise could be good initial options. I would recommend to take him to your veterinarian if the signs persist for a check up and appropriate treatment. He may need specific diets and allergic tests.
