A. Yes potentially hematuria (blood in the urine) could be a sign of urinary tract inflammation (UTI). UTI could be caused by different diseases such as infections, urinary/bladder stones, could be idiopathic (no evident reasons), or have more sinister underlying causes as tumors.

I would recommend to take her to your veterinarian (I am sure it would be useful if you could take a urine sample to your vet) have her checked and have appropriate treatment.
