A. This might be an allergic reaction that got infected or an abscess. In this case it will need to be treated with systemic antibiotics.

This could also be an old injury or an irregular lump, the best thing would be to go to the vet so he can clip it, diagnose it and clean it. They will probably give you meds as well.
