A. These are general signs of disease (not likely to be a "cold"), once a budgie shows sign like these it's usually when the disease is already pretty advanced and severe.

Most common conditions in budgies are bacterial infections, intestinal candidiasis and metal intoxications.

I recommend taking him to an avian vet as soon as you can as there is nothing that can be done for him without a diagnosis and proper medications.
