A. Dark black means necrotic, dead tissue coming from the anus is extremely bad news. i advise strongly taking him to the vet, he will probably need to be euthanized, if you don't take him he will die in horrible suffering.

A. It may be a rectal prolapse that is becoming infected. As a stray, the recommendation would be to not approach it. Call your local police department or animal control and notify them of its location. They can pick it up and take it for treatment and adoption if possible.
