A. Horner's Syndrome could be caused by a middle or internal ear infection, which would explain the other symptoms you described.

Your dog might need long term antibiotic treatment for this problem, so go to your vet, explain the problem and your concern.

these ear infection are often missed because they are not always visible from the outside, the only way to detect them is with a CT scan which most people won't do because of the price.
