A. Vaseline will not do much other than keep the spot softer, it might be an allergic reaction or an infection. many times ear infection could be related (if the cat is scratching the ear areas - he could injure his neck).

Ideally make sure the ears are not a problem and make sure he is flead ( even though he is indoor), if it doesn't get better eventually - take him to the vet to get it checked.
