A. Yes typically these are called Meibomian gland cysts, and they are typically benign and no treatment necessary unless they start causing eye issue, such as redness of the eye or abundant persistent draining from the eye >2 days.
However when in doubt I would recommend having a vet take a look at it to make sure that it isn't cancerous.
