Q. My cat is loosing her hair in clumps. The skin is raw & thin where the hair is gone It is not happening due to licking, cause I keep a cone on her.

A. She definitely needs skin scrapes and samples to investigate what is underlying this, it is likely she has a bacterial or fungal infection and it is possible she is also scratching or rubbing the lesion even if she cannot lick it. I would not apply any human medications onto the skin as absorption through damages sin can be unpredictable and cats do not breakdown some drugs in the same way people do.
