A. I recommend you contact the clinic which performed the procedure. Spayed females should not be able to become pregnant but it is uncommon for them to show signs of being on heat also. Cystitis can cause similar signs also

A. it's very unlikely she will be pregnant, but there is a good chance that a tiny piece of ovary was left inside her abdominal cavity by mistake, which is the reason for these signs.

There is a blood test that can detect this, you can go to the vet that did the surgery, if he is honest enough he will probably not charge you for this test (unless it comes back negative).
