A. Start by consulting with a certified trainer or veterinary behaviorist. Teach or reinforce basic obedience especially the "leave it" command. Slowly acclimate her to one dog at a time in a neutral location. Praise her and reward her as she progresses. Once she accepts the dog, introduce another and so forth. It will take time and patience.
