Q. Why won't my dog use the pee pads? She actively urinates wherever one isn't. Carpet cleaning is getting expensive.

A. Some dogs will never learn to use pee pads, you are better off not expecting her to urinate on a pad and just take her out more frequently. If she cannot hold her bladder than she must be crated when you cannot watch her. Teach her to urinate outside and reprimand her when she does in the house - but only if you have seen her do it. Tell her "No" n=and take her outside right away.
