A. You can use coconut oil or olive oil to hydrate the skin. Keep your pet busy with playtime or apply an elizabethan collar to deter from licking afterwards. Not toxic but you want to give it a chance to absorb. Next time try using less vinegar or add omega fatty acids to diet to help with skin coat. Ask for a consultation for other natural alternatives for flea control.
