These symptoms could be indicating severe gastro-enteritis ( something like a tummy upset ) but also a possible obstruction in the gastro-intestinal tract, secondary to a foreign object for example ( if your dog is a scavenger it is more likely ). Try to offer small amounts of water little and often rather than leaving down a bowl full of water. You can also offer him a bland diet of chicken and rice, just offer two tablespoons to start with. If vomiting is lasting longer than 24 hours, you should take your dog to see a vet.
