A. She might have some injury to her paw. They can get foreign bodies lodged between the toes , such as glass or grass seeds , thorns etc or sometimes they can injure one their claws, by catching on it. The licking inficates that there is something causing discomfort. I would suggest that you have her checked over by your vet, to understand what exactly is happening there.

A. The paw she is licking is probably painful or itchy and that could be the cause of the discomfort. There is an underlying inflammatory cause (trauma?, insect bite?, allergic reaction?...). I would suggest to take to your veterinarian to have the paw checked and appropriate treatment prescribed.
