A. If this has been a sudden onset then It sounds like your dog may have suffered a partial seizure or possibly you are witnessing the recovery after a seizure. If this is the case they normally fully recover within an hour. If this is what has happened then monitor and keep your dog quiet and in a darkened room until your vet opens. If it happens again then contact your emergency vet.

If it has been going on longer than this it could be various other things such as toxicity, infection, neurological, pain, trauma or a parasitic disease. All of these require veterinary attention and treatment would be different depending upon what the cause is. I would recommend having it checked out by your vet as soon as possible.
