"Is research like this worth the time, effort, and money even if it fails to provide actionable information?"

With research, one never knows how the information may be helpful in another area.

In this case, the research may well help wildlife vets treating owls. And who knows, some of this information may eventually help humans with deficient blood flow to the brain.
