Q. Abnormal growth on the hair around the eye of my dog. Hard, crusty, somewhat scab-like.

A. Hard to say what this is. Your dog may need a skin biopsy of this area to determine the exact cause. Possibilities I could think of include external parasites (mange), cancerous lesion, trauma, and auto-immune disease. Auto-immune diseases actually occur pretty frequently on and around the head. This is a large classes of diseases that involve the body attacking its own tissue. An autoimmune lesion might get a little better with some topical ointment, but it won't fully resolve until the underlying problem has been addressed. Like I said above, that may take a skin biopsy. See your vet who can have a look and figure out the next step.
