A. I agree with the answer below. This happens even when the larger, older dog isn't the natural mother of the smaller, younger dog. It's more of an "alpha" situation.
A. The smaller, younger dog is showing submission to the older dog. Puppies do this to their mother, a throwback to days in the wild when the mother would hunt and bring the meat back to her pups and feed them by regurgitating it for them.
