Q. Heating pads
A. You didn't post a specific questions so you may need to re post.
If you want to use a heating pad with your pet you need to be careful and I would never use one in a kennel where the pet doesn't have an option to choose not to use it. They can be too hot and so need to be used under other blankets to prevent burning. You also need to be careful that the pet won't chew them or have an accident where they get wet.
They do make some special outside heated mats and these are thicker and better. You can also use a just a plain rubber mat outside if you live in a cold climate. The sun shine will warm it up and usually keep the snow off but you still need to provide a inside sleeping space.
