A. You could try to use a kind of home made nebulizer. Put your cat in the carrier, boil about one liter of water and put ten teaspoon of salt in it, leave the water OUTSIDE the carrier while your cat is inside (locked), cover water and the carrier with a towel. Leave it for ten fifteen minutes removing the towel every 30 sec-1min not to avoid over heating. You can try to do it up to two times daily for 2-3 days.
If your cat does not tolerate it stop immediately.
Keep your cat's nose always clean from dry discharge with a wet swap.
A. Ideally, this should be seen by your vet as it could be an upper respiratory infection that needs antibiotics to clear up. Something that can be helpful is shutting your pet in the bathroom with you when you shower. The steam will help the nasal passages stay moist and help clear the mucous buildup.
