A. It's obviously a very difficult time for you and your cat, cancer that is coming a second time is usually not good news. I don't know if an xray has been performed before the surgery but it is very important to find out if it has spread to the lung (if it is surgery should be discouraged).
Prognosis will depend on the type of tumor, I suspect it is a malignant one, in this case the prognosis is probably not very good. It's also important to wait for the histology results to make sure the tumor has been removed with clean borders.
Artemisinin is an herbal based anti cancer treatment, although it is not clear at all how effective it is and against what kind of tumors.

A. Depending on the location, amputation may be the best option. I know this sounds extreme but animals adapt very well. Is this tumor sensitive to any chemotherapeutics? Is your cat on any steroids? Steroids have a short lived anti-tumor effect. I could also help you with herbals- tiger tail and/or stasis breaker, but getting cats to consume can be difficult .
