A. In order to diagnose a fracture you will need to bring him to a veterinarian for xrays - this will confirm or hopefully rule out fracture.
If no fractures are seen, pain killer would be enough and he'l be back on his foot in a few days.

A. If you suspect that he was hit by a car, or even if he was not, the fact that his leg hurts warrants going to a veterinarian and having the leg examined and x-rayed. He could also have a hip luxation (where the leg basically pops out of the hip joint), and if that is the case, a so called reduction needs to be done as soon as possible after the accident. Your dog would have to be put under anesthesia to relax him completely and then in many cases it can be repaired without having to cut. The only sure way to find out whether a leg or hip is broken is to do radiographs.
