A. Discharge from the eyes can mean that there is infection if the discharge is green or yellow. If clear this can be a sign of mild allergies or irritation to the cornea.
So based on your description I don't see being an emergency; however, I do feel that if the discharge is yellow or green, or if the sclera (white part of the eye) is irritated and your pet is consistently rubbings at the eye, then you should definitely seek veterinary assistance.
