Q. She eats all the time and don't gain weight sometime she throws up food she hacks then throws up fluid

A. Hacking (coughing I assume you mean by this) that is productive (fluid coming up) is commonly associated with respiratory disease or infection, more commonly "Kennel Cough". However it can also be associated with other lung abnormalities. I would recommend you get your pet examined by a veterinarian so that they can listen to the lungs and ensure they are clear of fluid or crackles. If they are clear then this is most like an upper respiratory kennel cough and they will treat this with antibiotics.
FYI- Pets who are vaccinated for kennel cough still have an approx 12% chance of getting infected, because the vaccine is not 100% effective at preventing disease, however it will reduce the severity of the symptoms.

A. There might be something in her food that she is allergic to, causing these symptoms.
Try a good quality grain free dry food (e.g. Orijen, Accana, Evolve), transition to the new food gradually over a period of 10 days (every day put a little more from the new food and a little less from the old food). Keep her o the food for 2 months to decide if it helps or not.
If no success, take her to the vet for tests (blood test, xray).

A. It sounds like your dog may have a serious intestinal condition. This could be chronic pancreatitis, amalabsorption problem, a chronic infection, enocrine problem or even cancer. Please take her to your vet for an exam and diagnostics.
