Q. Our 4 month old puppy has had a rash on her belly that she scratches at. Lately she's been panting heavily and wanting to be outside all the time.

A. Rashes on the belly typically are caused by something that came in contact with her skin that was an irritant. Common ones I see are grass and urine (if pet's lay in it).
I don't see a correlation between the skin and panting heavily. However if your pet wants to go outside all the time I would be suspicious that she is urinating more often and could potentially have a urinary tract infection. Because of the complexity of this matter and the possibility of a UTI I would suggest you schedule an appt with your vet to talk about these issues and investigate this more. If a UTI is found to be present, your vet has antibiotics to prescribe to help clear the infection.
