A. It sound typical of congestive heart failure. This includes fluid in the lungs, breathing problems. You need to take him to your vet for an exam, possibly radiographs to rule out other diseases. He will need to be on medication that makes his heart beat stronger and some diuretics to rid the lung tissue of the excess fluid. This will improve his condition and give him back a better quality of life and extend his life.
