A. No, it doesn't have to mean that he is hungry. He wants to release his bad emotions which he can feel because of different causes ( like bowel movements, high or low temperature etc.). He transforms his feelings into actions to make himself feel better and relieve tension. You should not let him allow to bite you because he will be also biting you in future when he will be adult. Instead give him a toy or peace of cloth.
